If you can find someone with the same DPV it would be useful to test another known good charger. Depending on how the charger works it could be a battery problem. I convert every time. It's really not a big deal....if you have a couple special tools, the yolk wrench being the hardest one. Doesn't hurt anything if you aren't ham handed with tools and devices. It's basically a bolt with some O-ring seals. I do have an adapter. The only use it's gotten is on loan.

There is a general anathema about being over weighted but I happily 'suffer' and extra couple pounds so I'm not seriously shrink wrapped during safety stop when I'm already cold.

Why is this such a chronic problem? You'd think the shops would get a clue. Tank fills are their most consistent and common interaction with the established customer. Inconsistent and poor fills don't give a good impression, especially as costs go up.
