Anybody know if they enforce the 2 hour parking limits at cove2 on the weekends or evenings during the non-summer season?

Generally speaking no. On a Seahawks Sunday or something like that, probably.
If you are going to be there >2 hours why not just park on the street? That way you're legal and you leave the 2 hr spots for <2 hr people
