Redondo poop smell??

I dove Redondo this morning and noticed that the water coming out of the pipe by the stairs smells like POOP! Should this be reported? If so, where does one report such a thing? I've been diving Redondo for almost 15 years now and have never smelled that before. YUCKO!

I'm not sure which municipality is responsible for that pipe but this might get you started...
