Not at Sund. Was at Yellow House mid week diving in 'Canal though.

I think it's some sort of eel grass? I've seen it in a few places in hoodsport, usually in the shallower areas (above 30fsw).
Not exactly sure though. Good luck on the ID.

There are some bryozoans that sort of look like this, but I've also seen dead algae that changed color and kind of looked like this too- would need a close look at it to figure out what it is.
If I had to guess I'd say the latter, as there is some on the left side of the picture where you can see some of it that is brownish in color and it changes at the tips to that bright yellow color.
