Gravid Red Irish Lords at Three Tree- Question

Fellow Sculpinians!

I've been seeing lots of RIL activity at 3 Tree lately.
Almost always two fish at the site of eggs.
Not sure if one is laying and the other is waiting to fertilize or one is guarding or...?

The one on the bottom was hugely gravid-reminiscent of a pufferfish.
