Suggestions for "Live Dive" Camera

Im hoping you all can lend your thoughts and experience to my conundrum. We are planning to add in a live dive component to our night time "Pier Into the Night" program. We would love to have a full communication set up, where the divers could talk to the public on the dock while they are underwater, but we do not have the funds for that (yet. I feel sure someone will want to give us lots and lots of money someday) Right now, I have discussed with a few diver friends and come to the conclusion that a system like this: http://www.eyeofmineactioncameras.com/G ... uvh32d.htm with a 100 foot cable and a GoPro3 would work.

The other option would be to get a wifi extender like this:

Has anyone ever used one of these systems before? Any other thoughts of suggestions?

Randy Williams has done this with the Mast at Redondo.
