I can't imagine that they aren't stolen, or somebody's non-diving friend/parent/significant other is really mad at them.

That AL 80 is old there was some issue with those tanks I can't remember exactly what it was, something to do with the neck markings and the Hydro shop was supposed to correct it. Anything could be stolen but those look like they've been around awhile and somebody just doesn't know what they have.

The Al80 looks like a hymark not a luxfer or a catalina. The very old walter kidde tanks (which are all condemned now) had a shoulder like that too, but with paint in that "like new" condition and the recent UWS vis sticker I am thinking its a fairly new hymark.
