Edmonds Oil Dock Last Chance?

Can anyone tell me if the parking lot at the EOD is actually closed? I'd like to try to sneak in there but don't have access to a boat.

Ideas?
Looking for dive buddies

Work is for the surface interval....

A buddy of mine tried it recently and got harassed by the fuzzzz. Game over, man.
Not just front page famous, but above the fold famous...
