manacled sculpin?

Jan just posted a picture of his new sculpin find, and it gave me the clue I needed for my little unknown critter. Can anyone please confirm whether this is a manacled sculpin? thanks!

Sweet find! I had to follow one for a while before he paused and posed.

One of my favorite (but seldom encountered) sculpins.

Good exposure on the picture. Very nice!
