Not being a forensics expert, how does a body work in the water? Seems to me that as long as it's not wearing concrete shoes, it would sink initially (lungs fill with water, making it negative.) It looks like a juvenile rockfish to me. Identifying them is not something I'm very confident in, but some of the markings suggest Copper Rockfish or perhaps Vermilion Rockfish.
