I bet this is the same chain we ran across a few years ago - sounds like the right area and depth. I e-mailed the city and they said it had probably fallen off a ship. Think they were pretty uninterested as I never heard anything further.

Answered my own question, looks like you have to have written permission to do any scuba diving in lake union:

I was at Redondo from 10:30am to around 3:45pm today and saw no sign of fire trucks except one that drove by (didn't stop, no lights/sirens, no indications they were responding to a call).

I would love to do this - a dive buddy and I have made a habit of picking up the fish hooks and other obvious garbage (cell phones, boat paddles, teddy bears, golf balls) we find on dives. Its a big part of why I started diving - to clean up the water! Count me in!
