I guess with Edmonds or similar spots it never hurts to check beforehand what the currents will be like. It never hurts to know when slack is. It never hurts to know when high tide is either. I think you're probably right. I think they're around locally all the time (not positive however) but we just see them now. Maybe they are deeper or just don't congregate unless they're mating. However, I don't even see the single ones at other times of the year.

I don't get the question. It's not like being a dive master or instructor is like being a retired doctor or something. Is this a status question? What kind of status is there in being an instructor or DM? Is this legal liability? I think that's an overrated concern.

Fur Seals are open ocean animals and don't come to shore except in a very few specific locations near open ocean to breed (not here). Harbor seals don't migrate.
